President Ferdinand Marcos Jr. is scheduled to hold his first-ever bilateral meeting with Russian President Vladimir Putin next week during his visit to Kazan, Russia from June 17 to 18.
The high-level discussions will take place on the margins of the ASEAN-Russia Commemorative Summit, where the Philippine leader will co-chair the event in his role as the current ASEAN Chair.
The upcoming summit unfolds against a backdrop of volatile global markets, driven by active geopolitical conflicts in the Middle East and the enduring economic strain from the Russia-Ukraine war. Amid widespread supply chain disruptions and fluctuating commodity prices, the dialogue between the two heads of state will center on securing and stabilizing vital resources.
During a Malacañang press briefing on Monday, Department of Foreign Affairs Assistant Secretary and ASEAN 2026 Philippines spokesperson Dominic Xavier Imperial outlined the primary agenda of the meeting.
“The meeting will most likely focus on food security and energy security.”
Aside from addressing immediate food and energy concerns, Marcos Jr. and Putin are expected to discuss broader sectors of bilateral cooperation. These include developments in science and technology, cultural exchange programs, tourism, education, and the enhancement of people-to-people ties.
The historic meeting carries added significance as Manila and Moscow celebrate the 50th anniversary of their formal diplomatic relations.
The trip represents President Marcos Jr.’s first official visit to Russia since assuming office. Analysts note the visit aligns with his administration’s diplomatic strategy to diversify international alliances while maintaining an independent foreign policy.
Although no formal agreements have been finalized, spokesperson Imperial indicated that energy cooperation—particularly regarding fuel resource diversification—remains a shared priority.
The Philippines is leveraging its position as the ASEAN Chair to foster stronger regional partnerships. The international gathering is anticipated to conclude with the formal adoption of the Kazan Declaration 2026 alongside the ASEAN-Russia Comprehensive Plan of Action 2026-2030, establishing a strategic framework for future relations between the Southeast Asian bloc and Moscow.
