PH AND JAPAN ENFORCE LOGISTICS SHARING AGREEMENT TO BOOST DEFENSE TIES

​A bilateral agreement allowing the militaries of the Philippines and Japan to share logistical support and services during combined operations has officially taken effect, the Department of National Defense (DND) announced on Saturday, August 22.

​The Acquisition and Cross-Servicing Agreement (ACSA), which was signed in January, establishes a standardized system for the Armed Forces of the Philippines (AFP) and the Japan Self-Defense Forces (JSDF) to request, supply, and settle payments for essential goods and services during approved joint operations.

​Defense Assistant Secretary Arsenio Andolong highlighted the strategic value of the accord:

​“The ACSA framework further strengthens our operational cooperation through the efficient and coordinated provision of supplies and services between the Armed Forces of the Philippines and the Self-Defense Forces of Japan, which will greatly impact our bilateral activities including exercises and humanitarian assistance and disaster response.”

​Under the agreement, both defense forces can supply each other with critical resources—such as fuel, rations, transit, lodging, maintenance, communication tools, storage, port access, and under specific provisions, ammunition—eliminating the need to negotiate distinct logistical arrangements for every individual mission.

​This streamlined mechanism is expected to play a crucial role during Joint Humanitarian Assistance and Disaster Response (HADR) missions, offering rapid logistical backup during severe weather events and natural disasters.

​Andolong emphasized the broader diplomatic significance of the deal:

​“This agreement also demonstrates the practical application of our comprehensive strategic partnership with Japan, characterized by mutual trust and our aspiration for a free and open Indo-Pacific region.”

​The implementation of the ACSA marks another milestone in the growing security partnership between Manila and Tokyo, building on previous defense initiatives such as maritime patrol vessel acquisitions, radar transfers, and military training exercises.
