Philippine National Police (PNP) Chief PGen. Jose Melencio Nartatez Jr. has instructed law enforcers to ensure all public crime prevention advisories are precise, respectful, and gender-sensitive.
The directive comes in response to criticism from various groups regarding recent PNP social media posts. Critics argued that certain crime advisories framed messages in ways that appeared to blame victims of gender-based violence.
Clarifying the intent behind these communications, Nartatez explained that the public information drive aimed to raise awareness and deter sexual offenses. However, he emphasized that safety messaging—especially concerning sexual assault and minors—must be carefully worded to avoid misinterpretation, offense, or victim-blaming narratives.
To refine these advisories, police personnel have been advised to consult with Women and Children Protection Desk officers, academic experts, and non-government organizations.
“The mass communication landscape has significantly changed compared to before and we in the PNP should be mindful of these changes through trainings and consultations with as many stakeholders to keep up, to be relevant and come up with the best and effective messaging,” Nartatez stated.
“We must be mindful of the concepts and words to make sure that our social media posts help raise awareness, protect the public, and prevent further harm.”
Moving forward, Nartatez reaffirmed the law enforcement agency’s commitment to curbing sexual violence across the country through both improved messaging and operational reforms.
“The PNP will also focus on enhancing patrols, improving emergency hotlines and response, and making psychological and legal support more available to victims.”
