PASAY CITY, Philippines — House prosecutors handling the Senate impeachment trial of Vice President Sara Duterte have uncovered multimillion-peso discrepancies in her Statements of Assets, Liabilities, and Net Worth (SALNs) spanning four consecutive years, with undeclared wealth allegedly reaching over ₱98 million in 2023.
Former Surigao del Norte 2nd District Representative Robert Ace Barbers, serving as an adviser and spokesperson for the House prosecution team, revealed that financial records belonging to Duterte and her husband, Atty. Manases “Mans” Carpio, showed massive gaps when measured against their official asset disclosures from 2022 through 2025.
These findings were presented to senator-judges under Article II of the impeachment complaint, which centers on allegations of unexplained wealth.
The prosecution team calculated the alleged undeclared assets at over ₱80 million in 2022, ₱98 million in 2023, ₱66 million in 2024, and ₱70 million in 2025, noting that the figures remain subject to further verification by financial experts.
“Bank records and testimony show that the SALN declarations are all false. Bakit false? Because hindi fully and truthfully declared ang mga material information doon sa SALN,” Barbers said during the prosecution’s pre-hearing press conference Thursday, October 8.
The largest discrepancy occurred in 2023—Duterte’s first full calendar year as Vice President. For that year, financial records revealed over ₱71 million in bank balances, ₱35.9 million in insurance and investment holdings, and more than ₱7 million in firearms. In contrast, Duterte and Carpio reported less than ₱15 million under generic entries labeled “others,” leaving a ₱56-million gap in bank deposits alone.
Investigators identified 29 active accounts across eight banking institutions: Land Bank of the Philippines, Asia United Bank (AUB), Philippine Savings Bank (PSBank), Metropolitan Bank and Trust Company (Metrobank), Security Bank, Bank of the Philippine Islands (BPI), Philippine National Bank (PNB), and BDO.
The list covers one Landbank account, three AUB accounts, three PSBank accounts, three Metrobank accounts, two Security Bank accounts, six BPI accounts, four PNB accounts, and seven BDO accounts, excluding closed accounts.
Barbers pointed out that Duterte declared zero cash on hand or cash in bank across all four audited SALNs.
However, prosecution records revealed combined year-end bank balances of roughly ₱59 million in 2022, ₱71 million in 2023, ₱22 million in 2024, and ₱39 million in 2025 across the eight banks. Prosecutors emphasized that even if the generic “others” category were treated entirely as liquid cash, it would still fail to account for the actual bank balances.
The gap was further expanded by substantial investment and insurance portfolios, which totaled approximately ₱35.2 million in 2022, ₱35.9 million in 2023, ₱59.6 million in 2024, and ₱54.4 million in 2025.
House prosecution spokesperson and Lanao del Sur 1st District Representative Zia Alonto Adiong emphasized that these financial instruments were omitted or severely underreported.
“Remember, ang mga investment plans ay considered to be an asset,” Adiong said.
Additionally, prosecutors highlighted two real estate properties registered under Carpio that were omitted from the SALN filings: a ₱3.45-million property at Kembali Coast in Samal purchased in 2018, and a 379-square-meter lot in Matina, Davao City, acquired for ₱6 million in 2024. These assets, totaling over ₱9.45 million based on acquisition values, were itemized separately from the annual monetary computations.
Barbers stressed that the repeated nature of these non-declarations demonstrates deliberate intent rather than administrative oversight.
“The non-declaration of cash from 2022-2025 as shown in the table is a clear, willful, and deliberate attempt to conceal material information, not just an error or an omission,” he said.
