Following a dramatic leadership coup that unseated former Senate President Vicente “Tito” Sotto III, the upper chamber executed a sweeping reorganization on Monday, stripping several majority-turned-minority lawmakers of their influential committee chairmanships.
The abrupt reshuffle was implemented immediately after the chamber convened as an impeachment court to try Vice President Sara Duterte. The standard committee reassignments effectively consolidated power for the new majority while relegating unseated leaders to an 11-member minority bloc under Sotto.
Major Panel Overhauls
The leadership shakeup saw high-profile shifts in health, education, and public services:
- Health and Demography: Senator Risa Hontiveros was ousted from the panel, allowing Senator Christopher “Bong” Go to reclaim his former chairmanship—a post he previously held under the tenure of former Senate Chief Francis “Chiz” Escudero during the 20th Congress. Go also maintained his hold on the sports committee.
- Basic Education: Senator Bam Aquino, who had led the panel since July 2025, was unseated by new Senate President Pro Tempore Loren Legarda.
- Higher Education: Legarda relinquished her leadership of the higher, technical, and vocational education panel to Senator Joel Villanueva, while choosing to retain her chairmanship of the culture and the arts committee.
- Public Services: Senator Rodante Marcoleta officially took the helm of the public services panel, unseating Senator Raffy Tulfo, who had led the committee since the start of the current Congress.
- Games and Amusement / National Defense: Senator Jinggoy Estrada unseated Senator Erwin Tulfo from the games and amusement panel. Estrada also successfully reclaimed his former post as head of the high-profile committee on national defense and security, peace, unification and reconciliation.
Allies Retain Key Posts
Despite the sweeping changes, certain key members of the chamber managed to insulate their panels from the reorganization:
- Senator Pia Cayetano: Successfully maintained her leadership roles across three major panels: ways and means; energy; and sustainable development goals, innovation and futures thinking.
- Senator Robin Padilla: Kept his firm grip on both the public information and mass media panel, alongside the cultural communities and Muslim affairs committee.
Pending Appointments
Chamber leaders have yet to finalize the chairmanships for 24 other permanent committees.
Among the unresolved panels is the powerful Blue Ribbon Committee. The accountability body has experienced a fractured leadership structure since July 2025, having been held concurrently by Senator Rodante Marcoleta and former Senate President Pro Tempore Panfilo “Ping” Lacson.
With Lacson, Aquino, Hontiveros, and the Tulfo brothers now shifted into Sotto’s minority bloc, further clashes over the remaining panels are anticipated as the Senate simultaneously navigates the impeachment trial of the Vice President.
