Department of Science and Technology (DOST) Secretary Renato Solidum Jr. maintained his position as the highest-paid member of the Marcos Cabinet in 2025, according to the latest report from the Commission on Audit (COA).
The COA data reveals that Solidum earned a total of ₱6.66 million last year, reflecting a ₱281,000 increase from his 2024 earnings. His compensation package includes a basic salary of ₱3.52 million, complemented by ₱1.62 million in allowances, ₱1.09 million in bonuses, and ₱264,000 in discretionary funds.
Notably, the report clarified that Solidum receives no additional pay for his various board positions within government agencies.
Ranking second on the list is former Justice Secretary Jesus Crispin Remulla—who transitioned to the role of Ombudsman in October 2025—with total earnings of ₱5.976 million.
Other top earners who exceeded the ₱5-million threshold include:
- Rex Gatchalian (DSWD): ₱5.49 million
- Jose Francisco Benitez (TESDA): ₱5.378 million
- Francisco Tiu Laurel Jr. (Agriculture): ₱5.2 million
- Teodoro Herbosa (Health): ₱5.16 million
- Conrado Estrella III (Agrarian Reform): ₱5.15 million
- Andres Centino (Maritime Concerns): ₱5 million
At the lower end of the spectrum, several officials recorded smaller annual totals, often attributed to mid-year appointments or departures. These include Acting Communications Secretary Dave Gomez (₱2.218 million) and former Environment Secretary Maria Antonia Loyzaga (₱2.139 million).
According to the Department of Budget and Management, Cabinet-level officials are classified under Salary Grade 31 of the Salary Standardization Law.
As of January 2025, this grade carries a minimum monthly base pay of ₱293,191, excluding various institutional benefits and allowances.
