SPEAKER DY REPORTS 32 LEDAC PRIORITY MEASURES ADVANCED AS THE CHAMBER PASSES HUNDREDS OF BILLS

QUEZON CITY — House Speaker Faustino “Bojie” Dy III announced that the House of Representatives has acted upon 32 out of the 61 priority measures identified by the Legislative-Executive Development Advisory Council (LEDAC).

Delivering his plenary speech prior to the adjournment of sessions on Monday, October 12, Dy highlighted the chamber’s legislative achievements, noting that the House has handled key reforms spanning disaster risk financing, local governance, child online safety, infrastructure planning, education, healthcare, and support programs for overseas Filipino workers (OFWs).

Among the major LEDAC-identified bills approved on third and final reading on October 12 were House Bill (HB) No. 11561 for a national disaster risk finance framework, HB No. 11563 introducing a local government performance measurement system, HB No. 11566 or the proposed Children’s Social Media Safety Act, and HB No. 11597 establishing a comprehensive infrastructure master plan.

HB No. 11566—co-authored by Dy, Senior Deputy Speaker and South Cotabato 2nd District Representative Ferdinand Hernandez, and House Majority Leader and Ilocos Norte 1st District Representative Sandro Marcos—targets the protection of minors online through strict age restrictions, mandatory parental consent, and heavier platform accountability.

Dy also reported that the House successfully approved 448 bills on third and final reading, bringing the total count of evaluated and approved legislative measures and resolutions to 654. This output includes 13 enacted Republic Acts, five ratified bicameral conference committee reports, the proposed 2027 national budget, the Free OFW Financial Education Act, stronger anti-illegal recruitment laws, measures creating trial courts, and the ratification of the Presidential Merit Scholarship Program alongside the National Geriatric Center establishment.

Concluding his address, Dy emphasized that the chamber’s legislative push reflects a deeply responsive administration dedicated to public welfare.

Lawmakers are scheduled to reconvene for the resumption of the second regular session of the 20th Congress on November 9.
