PATIKUL, Sulu — Defense Secretary Gilberto “Gibo” Teodoro Jr. highlighted a shift from armed conflict toward socio-economic development following the official declaration of Sulu as being under a Stable Internal Peace and Security (SIPS) condition.
During formal ceremonies at the Capitol Gymnasium on Thursday, September 24, local leaders alongside officials from the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), and Philippine Coast Guard (PCG) signed a joint memorandum of agreement pledging to safeguard stability across the island province.
Teodoro, who also signed a commitment pledge with regional stakeholders, framed the security milestone as a lasting investment for future generations.
“This is the greatest gift that parents can give to our children and grandchildren,” he said.
With primary security threats minimized, Teodoro urged local officials to focus on basic infrastructure, electrical power, communication networks, and social services.
“Our struggle is for development and to maintain stable internal peace and security,” Teodoro said.
In Luuk town, Teodoro participated in the inauguration of the Camp AKA Marker at the 1102nd Infantry Brigade, the handover of the Camp ANA land title, and groundbreaking events for new infrastructure projects. Addressing military personnel, Teodoro noted that the AFP’s primary focus in the region has transitioned to supporting civilian leadership, providing logistics, and assisting in disaster response.
“Two roles. Number one, to work with the local officials to maintain peace, security, and stability. Our visibility, presence, and reaction time must remain sharp,” he said.
“Secondly, to serve as the logistical depot for sustainable operations in the area,” he added.
The defense chief clarified that civilian agencies and local units are now steering regional development while the military safeguards the security landscape.
“We are in a support stage. Before, when there was a security concern, we took the lead,” Teodoro said.
“Now, we will safeguard the environment so that other government agencies, together with the local government, can carry out their mandates,” he added.
Alongside infrastructure protection, Teodoro announced plans for a VALOR Clinic and long-term hospice care facilities for veterans and retired service personnel. He concluded by reminding troops and residents to avoid complacency.
“We have fought for this for a very long time and now we can clearly see the dividends. If we let go and become complacent, we could lose them. That is why vigilance must continue, assistance must continue and outreach to our people must continue,” he said.
