TEODORO DISMISSES “WAR-DRIVEN” CLAIMS OVER PAX SILICA HUB

​Defense Secretary Gilberto “Gibo” Teodoro Jr. on Thursday dismissed allegations that the proposed United States-backed Pax Silica industrial hub in the Philippines is a military initiative, asserting that the project is designed to bolster economic resilience and industrial progress.

​In an ambush interview, Teodoro clarified that the venture focuses on long-term technological growth rather than defense objectives.

He took a firm stance against critics who suggest the hub is a precursor to conflict.

“It is definitely not a war-driven imposition. It is a resilience imposition. Kung pag-aaralan natin yang Pax Silica na ‘yan, it is a manufacturing and high technology endeavor,” Teodoro said. “So kung saan nga nakukuha yung idea na war-driven imposition, kalokohan yun.”

​Strengthening the Luzon Economic Corridor

​The proposal follows an April 17 announcement by the U.S. State Department regarding plans to establish an industrial hub within the Luzon Economic Corridor (LEC).

Designated as an Economic Security Zone, the project aims to secure supply chains for critical materials.

​Teodoro explained that the initiative seeks to:

  • ​Ensure stable access to essential global resources.
  • ​Position the Philippines as a primary player in the international manufacturing ecosystem.
  • ​Leverage the country’s rich deposits of critical minerals.

​While the Defense Secretary acknowledged that past opposition to mining has slowed the maximization of natural resources, he emphasized that this hub could catalyze job creation, increase government revenue, and reduce the nation’s dependence on imports.

​Current Status of the Proposal

​Despite the high potential for economic impact, Teodoro noted that the plan is still in its preliminary phase and requires further deliberation.

“As far as I know, wala pa namang firm documents ito. It’s an expression of interest only and the country is still have to thresh it out,” he added.

​Philippine and U.S. officials are expected to continue discussions to evaluate the long-term effects of the Pax Silica hub on regional economic security and industrial development.
