THREE PANGASINAN LGUS REQUEST TRANSPARENCY ON PHILHEALTH YAKAP FUNDS

​PASIG CITY, Philippines — Three local government units in Pangasinan have formally requested the Philippine Health Insurance Corporation (PhilHealth) to provide a clear policy explanation and financial accounting regarding its primary healthcare initiatives in the province.

​In a joint petition filed by Urdaneta City, Bayambang, and Malasiqui, the municipalities asked PhilHealth for an itemized breakdown detailing how the ₱1,700 primary-care allocation per eligible beneficiary is managed and disbursed under the Yaman ng Kalusugan Program (YAKAP).

​The three towns, represented by spokesperson Hue Jyro Go, clarified that the inquiry aims strictly to ensure financial transparency and establish an official reconciliation of accounts rather than to challenge the agency.

​The requested reconciliation specifically addresses an ongoing distribution model where 20 percent of the ₱1,700 subsidy per beneficiary is allocated to municipal and city levels, while the remaining 80 percent is directed to the provincial government.

​According to Go, the LGUs are asking for comprehensive financial records outlining the exact amounts attributed to their local residents, the sums funneled into the central pool, actual expenditures, specific medical services funded, and any remaining balances.

​The local authorities emphasized that a thorough accounting will clarify the boundaries between services funded by PhilHealth and those backed by the provincial government, ensuring seamless delivery of medical services and uninterrupted healthcare benefits for their constituents.
