The latest pre-election survey by the Tangere Research Firm, conducted from April 1 to 3, 2026, highlights the early frontrunners for the 2028 Philippine senatorial elections. With 1,500 respondents and a margin of error of ±2.15%, the results show a preference for familiar political figures and local government leaders.
Senator Raffy Tulfo continues to lead the pack, securing the top spot with a 44.8% voting preference. Close behind are former Senator Grace Poe at 40.1% and Senator Loren Legarda at 39.3%.
The survey results indicate a diverse “winning circle” (the top 12), which features several prominent local executives and cabinet members:
- Isko Moreno Domagoso (Manila Mayor): 38.2%
- Sebastian “Baste” Duterte (Davao City Mayor): 37.9%
- Paolo Duterte (Davao City 1st District Rep.): 36.9%
- Alan Peter Cayetano (Senate Minority Leader): 36.4%
- Chiz Escudero (Senator): 31.9%
- Manny Pacquiao (Former Senator): 29.3%
- Sonny Angara (Education Secretary): 29.2%
- Rex Gatchalian (Social Welfare Secretary): 24.8%
- Ben Tulfo (Broadcaster): 24.1%
The “Top 20” list further includes notable figures such as Akbayan Representative Chel Diokno (22.3%), actor Dingdong Dantes (21.7%), and former Makati City Mayor Abby Binay (20.5%).
Interestingly, the survey noted the absence of incumbent senators JV Ejercito, Jinggoy Estrada, and Mark Villar from the top rankings, despite all three being eligible for a second term in 2028.
This early snapshot suggests a tightening race as public interest begins to shift toward the next national election cycle.
