VARGAS PUSHES FOR BILLS INCREASING TEACHERS’ SALARIES, PROVIDING JOB SECURITY AND INCENTIVES

Quezon City 5th District Representative Patrick Michael “PM” Vargas is aggressively pushing for a legislative package in the 20th Congress designed to uplift the welfare of Filipino teachers, whom he honors as the “second parents” of the nation’s youth.

​As a new school year approaches, the deputy majority leader called for the swift passage of House Bill (HB) Nos. 5082, 5083, and 5085. The bundle of bills aims to increase public school salaries, secure permanent positions for long-term volunteer educators, and provide financial incentives for those deployed to remote areas.

​“Sabi nga natin, ang pagiging guro ay ang pinaka marangal na propesyon. Pero madalas ay di natin napapansin o nasusuklian ang mabigat na pagtatrabaho ng ating mga teacher,” Vargas said. “Ngayong naghahanda muli tayo sa pasukan, it is only right that the government also prepares a better life for them.”

​The Legislative Package

​The lawmaker’s proposed measures address three critical areas of teacher welfare:

  • Salary Upgrade (HB 5082): This bill seeks to upgrade the minimum salary grade of public school teachers from the current ₱27,000 to ₱34,421. Vargas noted that amid the rising cost of living, teachers heavily struggle to provide for their own families.
  • Job Security (HB 5083): The measure mandates the creation of permanent plantilla positions for volunteer teachers who have rendered at least five years of continuous service.
  • Hardship Incentives (HB 5085): This bill provides monthly financial incentives to teachers assigned to distant, isolated communities outside their home cities, municipalities, or provinces.

​Highlighting the plight of underpaid temporary staff, Vargas emphasized that the government must address the gaps in the education sector by giving security to its workforce.

​“Ang ating mga volunteer teacher ay ang mga tahimik na pumupuno sa kakulangan sa ating education system. They should not have to wait forever for job security. Dapat lang na kilalanin natin ang kontribusyon nila,” Vargas added.

​The second-term legislator argued that protecting educators directly correlates with the quality of classroom learning, noting that financial peace of mind allows teachers to focus entirely on their students.

​“Kung hindi na kailangan pa isipin ng ating mga teacher kung saan sila kukuha ng panggastos sa pang araw-araw at ang seguridad ng kanilang trabaho, mas mapagtutuunan nila ng pansin ang tamang pagtuturo sa ating mga anak. When we care for our teachers, we are indirectly caring for our children,” he explained.

​As Congress resumes, Vargas urged his colleagues to prioritize the welfare bills, maintaining that just compensation is vital to attracting and retaining top talent in the education sector.

​“Ang ating mga guro ang tumatayong ikalawang magulang ng ating mga anak na nasa paaralan,” Vargas underscored. “They mold the future of this country within the four walls of the classroom. It is time we recognize their hard work and important role in nation building through laws that will uphold their welfare.”
