MANILA — President Ferdinand Marcos Jr. appointed finance and investment expert Victor Alfonso Limlingan on Friday, October 16, as the new President and Chief Executive Officer of the Social Security System (SSS).
Limlingan takes over the role from Robert Joseph Montes de Claro, who transitioned to lead the Department of Information and Communications Technology (DICT) as its cabinet secretary.
As the head of the nation’s premier private-sector pension fund, Limlingan’s strategic priorities will center on broadening member loan initiatives, enhancing the risk-adjusted returns of the investment portfolio, and reintroducing the state scheme’s Pension Booster Program, an official announcement stated.
Prior to his new post, Limlingan was a member of the Social Security Commission (SSC)—the governing policy body of the SSS—where he represented employers following his initial appointment in November 2024. During his tenure on the commission, he led the Risk Management and Actuary Committee and contributed to critical investment and governance boards.
Malacañang highlighted that Limlingan possesses a robust background spanning private finance and public administration. He currently holds the position of managing director at Regina Capital Development Corporation. His past government service includes board membership at the state-run Development Bank of the Philippines (DBP) as the head of its Risk Oversight Committee, alongside senior leadership responsibilities at the Small Business Corporation.
Academically, he earned his Master of Business Administration from Northwestern University’s Kellogg School of Management after completing his undergraduate studies at Ateneo de Manila University.
