COURT GRANTS BAIL TO SARAH DISCAYA IN ₱96.5M FLOOD CONTROL CASE

​A Lapu-Lapu City court has allowed contractor Sarah Discaya to post a ₱1 million bail concerning her alleged involvement in a ₱96.5 million anomalous flood control project located in Davao Occidental.

In a resolution dated July 7, the court ruled that prosecutors failed to provide strong evidence connecting Discaya to the alleged conspiracy to defraud the government.

However, she will not be released from custody as she faces a separate, non-bailable charge over a ₱53.9 million “ghost project” in Calumpit, Bulacan.

​The court also granted a ₱300,000 bail to Czar Ryan Ubungen, the finance section chief of the Department of Public Works and Highways (DPWH) Davao Occidental Engineering District.

​In contrast, bail petitions were denied for eight other co-accused, including Ma. Roma Angeline Rimando of St. Timothy Construction Corporation and several DPWH officials. The court maintained that the evidence against them—which involves the alleged signing of fraudulent official documents and certifications for the Davao Occidental project—remains strong enough to justify their continued detention.

​Aside from the Davao Occidental case, Sarah Discaya and her husband, Curlee Discaya, continue to face separate legal battles over the questionable infrastructure project in Bulacan.
