MUNTINLUPA CITY — Local authorities are calling on motorists to observe traffic regulations as Metro Manila prepares to reactivate the No Contact Apprehension Policy (NCAP) on October 5 to improve street safety and driver compliance.
According to the Muntinlupa City government, the renewed system features a streamlined procedure for reviewing infractions and settling penalties.
The initiative operates under the single traffic framework established by the Metro Manila Council through the Metro Manila Traffic Code of 2023.
Under the traffic code, “Non-contact apprehension may be effected or made through video recording of the actual motor vehicle violating traffic laws, rules, and regulations by the use of CCTV, handheld digital cameras, and/or other technological devices that can capture or record videos and images.”
Officials explained that dedicated traffic staff will examine captured footage to evaluate reported offenses before confirming or adding any necessary citations.
Once verified, vehicle owners will receive formal documentation regarding the incident.
The guidelines state that the notice of violation is similar “to a citation ticket issued during physical and actual apprehension and shall therefore contain the name of the registered owner of the motor vehicle and personal circumstances, the license plate number, and the classification and other details of the motor vehicle.”
