PASAY CITY, Philippines — Authorities are rolling out heightened security protocols and comprehensive traffic management plans across Pasay City as the country prepares to host the 49th ASEAN Summit and Related Summits from November 15 to 17.
Spearheaded by the Metropolitan Manila Development Authority (MMDA), the ASEAN National Organizing Council (ASEAN-NOC), and partner agencies, the operations are designed to secure delegations and leaders from ASEAN Member States and Dialogue Partners gathering at the Philippine International Convention Center (PICC).
Phased Security Exclusion Zones
Security protocols around the PICC are being executed in two distinct phases:
- Phase 1 (Controlled Access Period): Enforced from October 24 to November 8, this stage permits entry into specific perimeter zones strictly following security screening and verification at designated checkpoints.
- Phase 2 (Restricted Access Period): Running from November 9 to 18, this stricter phase limits entry exclusively to authorized personnel and vehicles bearing valid access passes.
During Phase 2, the stretch of Vicente Sotto Street between Roxas Boulevard and Atang Dela Rama Street will be fully closed to regular vehicular traffic. Additionally, entry along designated sections of Atang Dela Rama Street and Magdalena Jalandoni Street will be restricted to authorized users.
Traffic Rerouting and Alternative Routes
To mitigate expected congestion, the MMDA has outlined specific alternative routes along major thoroughfares including Diokno Boulevard, Macapagal Boulevard, and Roxas Boulevard:
- Northbound Motorists: May travel along Diokno Boulevard toward Seaside Boulevard, turn right onto Macapagal Boulevard, make a left onto EDSA, and proceed with a left turn onto Roxas Boulevard.
- Southbound Motorists: Traveling via Roxas Boulevard toward Diokno Boulevard and Macapagal Boulevard are advised to turn right onto EDSA.
Motorists and commuters are encouraged to plan trips well in advance, avoid restricted perimeters, and follow instructions issued by traffic enforcers and security personnel on-site.
