The Parañaque City government has announced comprehensive traffic rerouting, parking bans, and vendor restrictions ahead of the upcoming observance of All Saints’ Day and All Souls’ Day on November 1 to 2.
To manage expected congestion near major burial grounds, authorities will implement temporary road closures along sections of Tramo Street and A. Bonifacio Street near the Parañaque Catholic Cemetery and Himlayang Palanyag. Meanwhile, Victor Medina Street will stay accessible to motorists, with its eastbound lane partially opened for designated parking.
Parking will also be completely banned along Dr. A. Santos Avenue right in front of Manila Memorial Park-Sucat and Loyola Memorial Park to keep traffic flowing smoothly.
In addition to traffic rules, local officials are cracking down on street vending. Flower, candle, and merchandise vendors are prohibited from operating near the frontages and minor gates of the two large memorial parks to ensure unhindered entry and exit points for the public.
The local government is currently exploring the designation of an empty lot close to Loyola Memorial Park as a temporary trading zone.
Under the “Oplan Kaluluwa” initiative, Mayor Edwin Olivarez stated that 1,190 personnel will be deployed starting October 30 through November 2 to secure peace, order, and public assistance. The deployment focuses on four main memorial sites—Loyola Memorial Park, Manila Memorial Park-Sucat, Himlayang Palanyag, and the Parañaque Catholic Cemetery—which anticipate a combined turnout exceeding 20,000 visitors.
Joint forces from the Philippine National Police (PNP), Metro Manila Development Authority (MMDA), Bureau of Fire Protection (BFP), Philippine Red Cross, local barangays, and city departments will station police, traffic enforcers, firefighters, and medical staff across the cemeteries. Standby medical teams will prioritize aid for vulnerable visitors, including children, senior citizens, and persons with disabilities.
Furthermore, strict prohibitions will be enforced against firearms, bladed weapons, gambling items, and alcoholic beverages inside the cemetery premises.
For sanitation and safety, the City Environment and Natural Resources Office (CENRO) will conduct garbage collections three times a day, while the City Engineering Office will regularly check electrical setups, especially for nighttime illumination.
Authorities have strongly reminded all motorists and visitors to adhere strictly to local traffic advisories, comply with cemetery rules, and cooperate with deployed field personnel.
