PASIG CITY, Philippines — The Pasig City local government signed a Memorandum of Agreement on October 5 with four key national agencies to strengthen services and support systems for overseas Filipino workers (OFWs) and their dependents.
The multi-agency partnership—signed at the People’s Reception Hall of the Temporary Pasig City Hall—brings together the National Capital Region branches of the Department of Migrant Workers (DMW), Department of Labor and Employment (DOLE), Overseas Workers Welfare Administration (OWWA), and Technical Education and Skills Development Authority (TESDA).
The accord establishes a collaborative framework designed to deliver continuous care for migrant workers across every stage of employment, covering pre-departure preparation, overseas assistance, and eventual community reintegration.
Mayor Vico Sotto emphasized the value of joint government action in combating illegal recruitment and human trafficking, while also highlighting the need for skills enhancement and direct links to verified job opportunities for migrant workers.
To carry out the agreement, participating agencies will conduct educational campaigns, skills development programs, and recruitment activities across the city.
“Bilang bahagi ng kasunduan, magsasagawa ang mga katuwang na nasyonal na ahensya ng mga orientation, training, at information campaign, kabilang ang Pre-Employment Orientation Seminar at Anti-Illegal Recruitment and Trafficking in Persons Training,” the city government stated.
“Magkakaroon din ng mga programa para sa skills training, certification, at employment assistance, gayundin ng Joint Job Fairs at Employment Caravans,” officials added.
A key feature of the pact is the establishment of a dedicated OFW Help Desk in Pasig, functioning as a centralized hub for inquiries, referrals, and access to public social safety nets. The initiative also details reintegration mechanisms aimed at helping returning workers secure local employment or start livelihood projects.
The agreement was signed by Sotto and DMW Secretary Hans Leo Cacdac, with representatives from partner agencies present to witness the signing, including DOLE-NCR Assistant Regional Director Atty. Thomas Jude Trayvilla, OWWA-NCR Deputy Administrator Atty. Jasmin Ann Gapatan, TESDA-NCR Assistant Regional Director Antoinette Ma Cardastro, and DMW-NCR Regional Director Atty. Falconi Millar.
