The administration of Pamantasan ng Lungsod ng Muntinlupa (PLMun), its student leaders, and the Muntinlupa City government have mutually agreed to overhaul the university’s policy on cross-dressing following student opposition.
Muntinlupa City Mayor Ruffy Biazon called a dialogue on Monday, September 7, bringing together student representatives, PLMun officials, and City Councilors Jedi Fresnedi and Jonas Abadilla to address grievances over the dress code. Enforcement of the disputed rule was halted at the mayor’s behest prior to the meeting.
The controversy stemmed from an earlier directive issued by the PLMun administration, which advised against the wearing of “cross-dressing/gender affirming uniforms” in an effort to maintain “uniform consistency across campus.”
Following the discussion, all participating parties signed a joint statement agreeing to amend the university’s 2019 Student Handbook, specifically revising provisions that classified dress code non-compliance as a minor offense.
The official amendment will proceed through formal administrative channels via a resolution from the university’s Board of Regents.
Under the signed agreement, the enforcement of the uniform directive will remain on hold “while the process of amending the policy on cross-dressing in the Student Handbook is ongoing.”
Furthermore, the signatories committed to a shared mandate, declaring their intent to “uphold inclusivity, gender sensitivity, freedom of expression, and rights guaranteed by the Constitution, while instilling the core values of the Pamantasan ng Lungsod ng Muntinlupa.”
