Construction on an almost ₱30 million multi-purpose center in Barangay Talon Uno, Las Piñas City has been stalled for nearly 12 months after work was ordered stopped over a missing building permit, according to records from the Department of Public Works and Highways (DPWH).
Designed as an operational hub for local leadership, the site situated next to the Barangay Talon Uno Hall currently features bare steel frameworks and dug-up portions of a former basketball court that have sat dormant since last year’s stoppage.
An exclusive investigation by Bilyonaryo News Channel (BNC) disclosed that building activities commenced before the contractor secured the required authorization. Local barangay authorities confirmed that work came to a halt in August and has not restarted since.
The prolonged delay has caused stagnant rainwater to pool inside the open excavations, sparking worries about potential structural risks to adjacent properties, including the neighboring barangay hall.
DPWH online records reveal that the roughly ₱30 million contract was handed to Zero One Construction and Trading. The firm was previously called to appear by Las Piñas Representative Mark Anthony Santos during legislative inquiries into alleged flood control irregularities last year, though the company skipped the hearing.
DPWH data also highlights a broader issue, showing that at least 12 multi-purpose facility projects slated for 2025 were put on hold for lacking building permits, four of which were assigned to Zero One Construction.
Key officials connected to the issue have yet to comment on the matter.
