BIR FILES ₱1-BILLION TAX EVASION CASE AGAINST ALICE GUO

​The Bureau of Internal Revenue (BIR) has filed a criminal tax evasion complaint with the Department of Justice against former Bamban, Tarlac Mayor Alice Guo, also known as “Guo Hua Ping,” over an estimated ₱1-billion income tax deficiency.

​According to the bureau, Guo failed to file her Annual Income Tax Returns for five consecutive years, spanning 2019 to 2023. This non-compliance occurred despite documented acquisitions under her name, which included real estate properties, vehicles, corporate shares, and a helicopter.

​To reconstruct Guo’s actual income, the tax agency utilized the expenditure method. Investigators launched the review following her 2024 Senate testimonies concerning an illegal Philippine Offshore Gaming Operator (POGO) compound.

​Guo, a Chinese national exposed for operating a network of criminal POGO hubs, is currently serving a life sentence for human trafficking at the Correctional Institution for Women in Mandaluyong City.

​The complaint against the former mayor accounts for the largest portion of five separate tax cases initiated by the bureau on June 11, which altogether involve an aggregate deficiency exceeding ₱1.46 billion.

​“The BIR will continue to pursue the filing and prosecution of cases against tax evaders, illicit traders, and delinquent taxpayers,” BIR Commissioner Charlito Martin Mendoza said in a press release.

“These cases are about accountability and fairness, holding violators answerable under the law, while protecting the millions of taxpayers and businesses who comply and pay the correct taxes due,” Mendoza added.
