Senator Imee Marcos filed a resolution on Thursday calling for a formal inquiry into alleged security breaches and armed operations conducted within the Senate premises on May 11 and 13.
Senate Resolution No. 396 aims to investigate the deployment and involvement of National Bureau of Investigation (NBI) personnel and other security forces during incidents that reportedly involved the discharge of firearms and attempts to take Senator Ronald “Bato” dela Rosa into custody. The resolution emphasizes that such actions threaten the sanctity of the legislative branch.
“These incidents, if left unexplained and unaddressed, may set a dangerous precedent whereby armed or law-enforcement personnel may enter or operate within legislative premises under unclear authority, thereby subduing legislative independence, obstructing official functions, and endangering the safety of all persons within the Senate.”
The measure highlights critical concerns regarding the separation of powers and the potential overreach of executive authority within a co-equal branch of government.
Senator Marcos noted that the inquiry intends to identify gaps in current protocols governing the entry of armed personnel and the coordination between law enforcement and the Senate Sergeant-at-Arms.
In a direct move following the filing, the lawmaker also wrote to her brother, President Ferdinand Marcos Jr., requesting the temporary relief of high-ranking NBI officials—including Director Melvin Matibag—while the investigation remains pending.
