PASIG, Philippines — The Manila Electric Company (Meralco) announced on Tuesday, September 29, that it has launched a Competitive Selection Process (CSP) to procure up to 900 megawatts (MW) of additional baseload power starting in 2031.
The power distribution utility is inviting generation companies (GenCos) to submit their expressions of interest by October 15. A pre-bid conference is scheduled for November 6, while the deadline for bid submissions has been set for December 9.
Under the procurement terms, the winning supplier will enter into a 15-year power supply agreement. The contract entails providing an initial 600 MW starting February 26, 2031, followed by a second tranche of 300 MW a year later.
The resulting deal will be submitted to the Energy Regulatory Commission (ERC) for approval.
This new procurement round follows Meralco’s recent 600-MW supply auction intended for delivery starting in late February 2028 and 2029.
That contract was awarded across three generation firms:
- Mariveles Power Gen Corporation (MPGC): The San Miguel Corporation (SMC)-led firm submitted the lowest bid of ₱5.3573 per kilowatt-hour (kWh) for 200 MW.
- Sual Power Inc. (SPI): The SMC affiliate secured 200 MW with a bid of ₱5.4357 per kWh.
- GNPower Mariveles Energy Center (GMEC): The Aboitiz-owned company claimed the final 200 MW at ₱5.5789 per kWh after scaling down its initial offer for the entire 600-MW capacity.
