Ombudsman Jesus Crispin “Boying” Remulla said authorities are preparing for a possible mission to France to coordinate with foreign counterparts over the cases involving Senator Loren Legarda and former Ako Bicol party-list Representative Zaldy Co.
Remulla, speaking on his radio program Saturday, said preparations are underway, including the development of an itinerary and coordination with relevant government agencies, before any delegation travels to France.
“Sa aming pakikiramdam, parang ayaw ni Loren Legarda bumalik [ng Pilipinas],” Remulla said.
Legarda has remained outside the Philippines since August 2 and has repeatedly extended her medical leave from the Senate. She has rejected suggestions that she is staying abroad to avoid possible legal action, saying her prolonged absence is due to a lung-related health condition.
Remulla noted that the Philippines does not have an extradition treaty with France. However, he said authorities could still explore other legal mechanisms that may help facilitate the return of individuals facing cases in the country.
The Ombudsman also said he had written to the French ambassador to seek a meeting, with discussions expected within the next 10 days.
The planned delegation may also meet with representatives of the Financial Action Task Force (FATF), a Paris-based international body that develops standards against money laundering and related financial crimes.
Remulla said the Anti-Money Laundering Council (AMLC) is expected to participate in the mission, while possible coordination with the European Union and Interpol is also being considered.
“We need to prepare for the trip. May exchange of information muna,” he explained.
Remulla stressed that a possible trip to France would not necessarily result in the immediate return of Legarda or Co to the Philippines.
Co is currently in France and has reportedly sought political asylum as he faces plunder and corruption complaints linked to an alleged anomaly involving flood-control projects in the Philippines.
