Ombudsman Jesus Crispin “Boying” Remulla has urged the Supreme Court to act on a pending 2025 administrative complaint directed at seven Court of Appeals (CA) associate justices over charges of gross ignorance of the law and conduct prejudicial to the best interest of the service.
During a Saturday radio broadcast, Remulla noted that his office is compiling a repository of reversed rulings and temporary restraining orders (TROs) to present to the High Tribunal, responding directly to its open invitation for complaints regarding judicial misconduct.
“Ang ginagawa namin ngayon, iniipon namin lahat ‘yung graveyard namin ng mga reversed cases and TROs issued. Sa admin ito. So iniipon namin ‘yan, ipa-publish namin ‘yan,” Remulla explained.
The original administrative action was initiated on March 21, 2025, by former Ombudsman Samuel Martires. It targeted CA Associate Justices Louis Acosta, Marlene Gonzales-Sison, Rex Bernardo Pascual, Mary Charlene Hernandez-Azura, Roberto Quiroz, Rafael Antonio Santos, and Ferdinand Baylon after they granted a TRO that blocked a preventive suspension order issued against eight Antique provincial board members.
Remulla pointed out that there remains no accessible record showing that either the Supreme Court or the Judicial Integrity Board has resolved or acted upon the filing.
“To date, there appears to be no public record of the Judicial Integrity Board or the Supreme Court having acted on or resolved the complaint,” Remulla stated.
The Ombudsman emphasized that transparency remains a core duty of his office, especially when the judiciary encourages external oversight and accountability.
“We will also inform them of everything, but we will also inform the public. Since you’re inviting us to file the complaints, we will also inform the public. It’s our duty to inform the public of these things that have happened,” he added.
