MANILA, Philippines — President Ferdinand Marcos Jr. has designated November 16 to 18 as special non-working days across the National Capital Region to accommodate the Philippines’ hosting of the 49th Association of Southeast Asian Nations (ASEAN) Summit and Related Summits.
The three-day declaration, covering Monday through Wednesday, was formalized under Proclamation No. 1447, signed on September 17 by Executive Secretary Ralph Recto on behalf of the Chief Executive.
The measure aims to manage vehicular flow in Metro Manila while ensuring the protection of visiting heads of state and foreign delegations attending the high-level regional conference.
”[I]n order to alleviate traffic and to allow the host country to secure the safety of participants in the said event, it is necessary to declare 16-18 November 2026 as special (non-working) days in the National Capital Region,” the proclamation stated.
