MANILA, Philippines — The Philippine National Police (PNP) is modernizing its approach to high-risk emergencies by incorporating modern technology and international protocols into its crisis management framework.
PNP Chief PGen. Jose Melencio Nartatez Jr. announced the strategy, noting the critical nature of quick, informed decision-making during high-stakes emergency situations.
“Every hostage situation is a race against time where lives are at stake. We must equip our personnel with the right skills, the right technology, and the right knowledge to make sound decisions when every second counts,” Nartatez said.
As part of the initiative, the PNP Anti-Kidnapping Group (AKG) completed a specialized Hostage Negotiation Course designed for key tactical units. The training covered crisis management tactics, negotiation methods, and strategic decision-making to help officers de-escalate volatile situations while prioritizing public safety.
Looking ahead, the police force plans to integrate advanced tools into its tactical protocols.
“At present, we are exploring how technology, including artificial intelligence, can help us advance our crisis response techniques. We will also continue to learn from global best practices to ensure that our police are ready to respond decisively and responsibly to any crisis,” Nartatez explained.
To ensure uniform execution across all regions, Nartatez ordered the AKG to conduct regular briefings for local police precincts, ensuring ground units nationwide are trained under the same operational guidelines.
“Amid the evolving security landscape, the PNP is committed to improving its operational capabilities in responding to hostage situations,” Nartatez stated.
“No one will be left behind. We will cascade the learnings from the Hostage Negotiation Course to our personnel on the ground so they can respond appropriately during crisis situations,” he added.
