Senior Citizens Party-list Representative Rodolfo Ordanes has filed a legislative measure seeking a graduated increase in the discount rates provided to Filipino elderly individuals as they grow older.
Under House Bill 5187, Ordanes proposed a five percent incremental hike in the existing senior citizen discount once beneficiaries reach 70 years old. Additional five percent increases would be implemented upon reaching the ages of 80, 90, and beyond.
“As senior citizens advance in age, their expenses for healthcare, maintenance medicines, mobility assistance, and daily living substantially increase, while their capacity to earn income steadily declines. The proposed graduated discount system seeks to provide additional relief precisely when it is needed most,” Ordanes said.
Currently, Republic Act 9994, also known as the Expanded Senior Citizens Act, mandates a uniform 20% discount and value-added tax (VAT) exemption on select goods and services for all Filipinos aged 60 and above.
Ordanes pointed out that the current setup overlooks the evolving challenges faced by older segments of the elderly population.
“While this law has provided substantial relief to senior citizens, it applies a uniform rate of discount to all individuals aged 60 and above. This framework, however, does not fully account for the increasing vulnerabilities and financial needs of older senior citizens,” Ordanes said.
The lawmaker emphasized that the bill aims to refine the state’s approach to eldercare by recognizing the diverse financial realities of older generations.
“By adopting a graduated scheme of discounts, the State reaffirms its commitment to promoting social justice and equitable welfare for all senior citizens. This measure acknowledges that the needs of the elderly are not uniform and that those in the latter stages of life deserve greater support and compassion from society,” the solon added.
