CAMP VICENTE LIM, Laguna — The Police Regional Office 4-A (PRO 4-A) officially launched a regional emergency alert and rapid dispatch mechanism designed to improve campus safety and accelerate police response times during school incidents across the Calabarzon region.
The initiative, officially called the Build Partnership, Early Detection, Swift Alert, and Tactical Response (BEST) School Alert and Rapid Response System, was unveiled on Thursday at the regional police headquarters.
Regional Police Director Brig. Gen. Dominic Baccay led the unveiling ceremony, with Department of Education (DepEd)-Calabarzon Director Carlito D. Rocafort serving as the guest of honor.
Operating under the core principles of “Be Visible, Engage Immediately, Serve Together, and Transform Trust,” the BEST framework aims to foster closer operational synergy among law enforcement officers, educational institutions, and partner organizations when addressing potential safety threats on school grounds.
To showcase the platform’s practical application, PRO 4-A conducted an audio-visual presentation and a live system demonstration. Authorities then staged a real-time simulation exercise at the Regional Command Center, illustrating the full operational flow from initial distress signal reception to inter-agency coordination and tactical response execution.
Addressing the attendees, Rocafort emphasized the necessity of strong cooperation between law enforcement authorities and academic administrators to cultivate a secure learning environment for students.
Following the demonstration, participating partner agencies signed a pledge to formalize their support for the system’s regional implementation.
Baccay reaffirmed PRO 4-A’s dedication to continuously strengthening safety measures and emergency readiness across Calabarzon campuses, noting that the system forms a crucial part of broader regional strategies to prevent youth-targeted violence and criminal threats.
