To help vulnerable sectors prepare for extended dry conditions, the local government of Albay’s capital city convened over 100 farmers, fisherfolk, and community representatives on Friday for an El Niño Information Caravan.
Mayor Hisham Ismail emphasized that proactive measures had been underway well ahead of the anticipated climate pattern, with an emphasis on keeping water supply networks operational.
”We have long prepared for the expected El Niño. We deployed engineers to inspect all solar-powered water systems established by the city government and the Department of Public Works and Highways. Any damaged water pumps or solar panels are being repaired, while systems needing maintenance are being cleaned,” he said.
Ismail noted that the city has also acquired a new water tanker to deliver supplies to communities experiencing water shortages or service interruptions.
During the caravan, City Disaster Risk Reduction and Management Office (CDRRMO) chief Miladee Azur outlined climate-smart agricultural techniques, including drought-resistant crop options, adjusted planting schedules, water management, livestock care, crop insurance, and state support services designed to protect agricultural yields.
Health officers at the event detailed steps to prevent heat-induced medical conditions and disease outbreaks, particularly among high-risk groups like children, the elderly, and those with underlying health issues.
Azur urged residents to conserve water, store rainwater in covered receptacles to deter mosquito breeding, limit exposure to peak direct heat, and keep track of official weather updates from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).
Additionally, City Agriculturist Sheila Nas recommended that farmers switch to organic fertilizers, noting that chemical variants lose efficacy and risk harming crops during periods of severe heat and drought.
”The knowledge they gained from this caravan will help them become more prepared and apply climate-smart farming practices in their own communities,” she said.
