VALENZUELA CITY, Philippines — Valenzuela City has added another milestone to its governance track record after being named the Most Business-Friendly Local Government Unit (LGU) by the Philippine Chamber of Commerce and Industry (PCCI).
Marking its sixth time receiving the prestigious distinction—following its earlier Hall of Fame status—the city was honored during the 2026 awards ceremony held at The Manila Hotel on Wednesday, October 14. The local government previously claimed the top spot in 2012, 2014, and 2015, followed by subsequent wins in 2019, 2020, and now 2026.
According to the city’s Public Information Office, the latest recognition highlights Valenzuela’s continuous push for digital transformation, streamlined business processes, and robust support for local economic growth.
City officials credited the win to a series of innovative programs designed to simplify transactions and expand opportunities for entrepreneurs and job seekers. Among these are the V-Link Business Registry Platform, the Local Price Monitoring Website, the V-Employed Digital Job Matching Platform, the Val-ID Validation Portal, and the iHub/V-SPark Startup Discovery and Innovation Development Program.
Valenzuela also highlighted its fast-track processing initiatives, such as the #PaspasPermit and the 3S Plus Integrated Processing System. Utilizing automated workflows, these systems allow qualified business permit transactions to be completed in as fast as 10 seconds.
This efficiency builds on previous accolades, including recognition from the Anti-Red Tape Authority (ARTA) as the Fastest-Processing LGU in June 2026.
Beyond bureaucratic efficiency, the local government has rolled out inclusive economic and employment programs, including the Employers Forum and Job Fair Program, the SPED Work and Inclusive Employment Program, and the Tugon Sulit Store Program.
Valenzuela’s holistic development strategy extends to infrastructure and environmental sustainability. Key projects featured in the awarding include the Dalandanan Water Catchment Basin Project, Operation Balik Linis Ganda, solar energy integrations for public facilities, and the city’s Urban Drainage Master Plan supported by the Flood Advisory Committee.
The city government emphasized that these multi-sectoral initiatives collectively strengthen its investment climate while generating sustainable economic opportunities for its residents.
