State-owned financial institution Land Bank of the Philippines (Landbank) has announced the elimination of transaction fees for specific digital government payments through December 31, 2026.
Effective June 1, the zero-fee initiative is designed to lessen the financial burden on citizens and accelerate the adoption of electronic payment methods across the country.
The fee waiver is exclusively applicable to person-to-government (P2G) transactions executed via the QRPh platform. It spans three primary digital avenues:
- The Landbank Link.BizPortal
- Official QRPh standees deployed at participating state agencies
- External government portals connected to Landbank’s payment gateway
Under this program, citizens can settle payments for crucial public services—including business permits, real property taxes, police clearances, and apostille applications—without incurring extra costs.
Conversely, any payments made outside of the designated QRPh channels or those requiring third-party merchant fees will maintain their standard rates.
“Landbank’s zero convenience fees for online government payments provides convenient access to essential public transactions at no additional cost,” Finance Secretary Frederick Go, who also chairs the bank, said. “Transacting with government agencies online is now more affordable.”
This digital push aligns with the national agenda to modernize public financial systems and bolster financial inclusion. Landbank President and CEO Lynette Ortiz emphasized that the policy aims to streamline access to state services while guiding the nation toward a cash-lite society.
This move succeeds a previous digital transaction cost reduction, which saw InstaPay transfer fees drop from ₱15 to ₱8 on May 21.
As a cornerstone of the government’s financial strategy, Landbank remains pivotal in driving digital finance.
This initiative directly supports the Bangko Sentral ng Pilipinas’ objective to migrate at least 50% of retail transactions to electronic platforms, thereby improving economic efficiency and broadening the national tax base.
